To go scouting you need a suitable [[vehicles|car]]. To do a really quick summary of the [[Vehicle Design Guide]] it should have a lot of armor (which means at least 70-80% of the maximum armor the chassis can take), the biggest unexposed [[engines|engine]] the chassis can fit, at least one, preferably two weapons, room for gunners (your car should have enough room left to fit at least 2 gang members) for every weapon you're using and extra room for reloads to put into the car.
